registry plugin

I wrote a registry plugin.  Since the last time I talked about it, I did
some minor documentation changes and fixed the 500 error that Wari found.  
I posted the code on my site at:

Things I'd be interested in getting help with:

  1. fixing the file format so that it handles new lines and such
  2. adding a submissions script
