static file handling

Note this plugin has nothing to do with static versions of a site (I
forget what Wari calls it).  I promised someone that I would write a
plugin to handle static files ("about this site", "about me", ...) which
never change.  I think I promised this person one or two months ago and
then promptly forgot (sorry).

Anyhow, I wrote one up last night and it works pretty decently.  It could
use some adjustments, though.

I have a bunch of plugins at:

All of them work with the latest CVS.  I fix them as changes to CVS cause
them to stop working.

viewcount needs some fixing because it doesn't lock the storage file
correctly.  I keep losing my counts--I think when two people are pulling
up the page at the same time--i do a read and a write and the read
probably errors out.

If anyone has edits or additions to the plugins, I'm more than welcome to
factor them in and give credit where credit is due.

I'm still finishing up that registry plugin for Wari so that all known
pyblosxom plugins can be registered on one site and categorized.  Getting
there....
