This is the correct output if you just try to access the trackback URL.  
It needs a bunch of form arguments to work, but
those will be supplied by the weblog that is tracking back to you.  

Did you just rename trackback.cgi to tb.cgi?

This code is leftovers from before we had our own trackback code.  It 
should probably be removed.  The problem
with having trackbacks enabled is that you have to know how people are 
setting up their rewrite rules or whatever way they are mapping the 
URI's.   I guess that we could just determine a mapping for people.
