Yes, I think that is probably the way to go.

Yeah, I wasn't sure if I really wanted to do that, but
I figured it was a little more content appropriate.  I
got the idea from pyrss2.py.

Yes, actually my next priority for the plugin would be
handling the different modes.  I've got to read over
the pre-draft spec a bit more, to see exactly what
they are looking for there.

It's my understanding that atom:issued is the same as
atom:modified, but atom:created is different, I guess
the initial time of writing the post.  There seems to
be some descrepancy there, or I just might not be
getting it.

I've been thinking about that to.  The ability to get
the latest post should be right in the core, maybe in
tools.py.

Sounds great Ted.  I'm working on few different things
right now, but will be taking another long hard look
at the Atom0.3 specs and the plugin as soon as I get a
chance.  Keep in touch with any thoughts or code you
come up with.  It shouldn't be to hard to get this
plugin working nicely, including the Atom API, which
is something I'll definitely be reading over.
