Oh--if they're just blocks of html, you could adjust things so that your PHP static files included head.html and foot.html. You probably have to switch the kind of PHP include you're doing from virtual to file. I haven't used PHP in a while, but I'm pretty sure you can include arbitrary files on the server that way.
