announce: wbgarchives plugin

My archives list was getting too long and I was trying to figure out what
to do with it when I bumped into Ned Batchelder's blog and decided to
implement something similar to what he does.

So I wrote the wbgarchives plugin.  Just like pyarchives, it creates a
variable for your head/foot template which lists the archives.
wbgarchives lists just the years; pyarchives lists month and years.  For
example, the period between 12/2003 and today would be:

   wbgarchives         pyarchives

   2004                2004 Aug
   2003                2004 Jul
                       2004 Jun
                       2004 May
                       2004 Apr
                       2004 Mar
                       2004 Feb
                       2004 Jan
                       ...

So on and so forth.

When you click on the pyarchives links, it brings you to the index page
for that date.  Something like base_url/2004/08.  wbgarchives brings you
to a summary page it builds for the entire year.

Anyhow, you can see it working on my blog.
