New plugin: draft mode

I've just registered my first pyblsoxom plugin.

The docstring:

This plugin lets you 'half-publish' posts.  By default, files
that start with 'draft-' don't get shown.  (the specific prefix
is configurable through the py['draft_prefix'] configuration setting).
To show all posts, you add the '?preview=<password>' to the URL, where
the password is set by the py['draft_password'] configuration script.
