That's the intended behavior of the comments plugin--i.e. that's how it is 
currently programmed to work.

However, several people have voiced some irritation at this (including me 
[though I can't remember if I voiced my irritation on either of the 
mailing lists or not]) and I'm tossing around fixing it so that the 
comments plugin only shows comments for a particular entry if 
"showcomments=yes" or something similar shows up in the querystring.
