Wanting a static pager plugin

I was disappointed to find that the wbgpager plugin does not seem to
work with static publishing.

Am I wrong about that?

I've started thinking about how to write a plugin that will do the
same thing for static publishers (which is to publish multiple pages
if the number of entries in that category is greater than the maximum
number of entries to be displayed on a page, and to link those pages
together via some kind of index list at the bottom of the page, or
even just Next and Previous buttons).

If anyone has already done something like this, or is working on it,
or has suggestions for how to do it, I'd love to hear.
