It's based on Yanel 
(http://yanel.wyona.org/specification/foaf/index.html) which is a 
generic Open Source Content management system/framework

Basically the FOAF is read and re-processed using XSLT (and some Java 
ahead).

We have started this as prototype and didn't have enough time recently 
to continue working on it,
but I hope to find some more time in the near future. Contributors are 
very welcome though ;-)

The registration could be done/finished quite easily though, because in 
the meantime Yanel as a generic
registration resource:

which probably would need just some XSLT customization.
