I don't believe those URIs will ever change, as they are in W3C dated space.
The new schemas will be served at new URIs.

The Apache Woden M7 release depends on the schemas at the following URLs:

http://www.w3.org/2006/01/wsdl/soap.xsd

Will these URLs still be available if/when the the WSDL2 spec moves to PR?
