Another concept, on top of this, is to let the users name filters. This way you have two different domains. One is simply canonical filters that represent specific queries, while the other is conceptual filters that meet specific needs regardless of the actual criteria involved "Most popular users in the last month" for example, where that definition perhaps changes over time.
