I agree.  Take web pages and their images: the primary use case is to show
images embedded in web pages in a browser; this is the application. One can
argue that web pages should be bookmarkable as steady states, and that
images (not a typical steady state) need not be bookmarkable.

But the bookmarkability of images is what made Google's image search
possible, and is an example of serendipitous reuse not envisioned by the
original authors of web pages.
