Consider this:
Suppose Joe developer is facing the task of changing some server implementation. Is he free to drop all previous URIs and come up with a bunch of new ones?
Free? yes, but a good idea? No.
Why? Bookmarking!
And there's your best practice already. I simply aim to make people aware of it.
