Yes. This group should evaluate it.
Has preconditions, postconditions and state transitions.
All expressed in XML, with DTD and Schema.
Being used in several industrial projects, 
implemented in several software products.

You could think of it as the next generation
of RosettaNet.  So it's more mature than
most proposals you will see here.
