Re: new editor's draft of WSA available

 From a SOAP perspective (see glossary[1]), and especially with 
the current HTTP binding, the "requester" would be a SOAP sender 
*only* and the "provider" would be a SOAP receiver *only*. The 
sender would not be considered a receiver. (Although with other 
definitions it might.)
