[JJ] It is not so much their complexity which is a problem but rather
the combination of complexity and their ability to mutate at arbitrary
time to totally different form. 

There is also a lack of formalism to define the semantics of a
specification. We need a meta-specification that specifies all the
artifacts that need to be present in an XML-based specification. A UML
diagram comes to mind. Without these standard artifacts, it requires
more investment from the people that need to understand these
specifications.
