It looks like you are basically talking about the Semantic Web, or a simplified version of it.

By the way, I suspect one of the practical problems that will emerge with the Semantic Web, besides the obvious technical difficulties related to ontologies etc., is that Web site creators might not be willing to spend the time to semantically tag their pages. This is similar to the difficulty of convincing people creating documents using a word processor to tag  their documents in such a way that a machine can do some useful "semantic" processing out of it. (It's extra effort, and what's in it for me? - We'll see if and how the situation changes after Office 11 comes out).
