[MTF] Definition of management terms

Hugo has asked us to provide some management terms for the glossary:
6. Management terms

   Availability

   Configuration

   Control

   Management capabilities

   Management operation

   Performance Monitoring

   Resource Accounting

   Security Administration

   Security Auditing

   Service Level Agreements

   Usage Auditing

   Usage Tracking

We should also define:
      Manageability

      Management

      Manager

I think its not burden if we divvy this up - only 3 apiece.
I'll open this up for volunteers, If we don't have volunteers I'll
assign them randomly during our Wed call next week.

assigned to the MTF and to give you a pointer to the
