Fetch Mode Question

I'm sure this is an easy one, but the man page leaves me a bit unsure. If I run sitecopy in fetch mode, then run it in synchronize mode, I take it that it will only download those files that are newer or different to the local site (by either date or checksum) - is that right? I ask because I have a slightly out of data local copy of my site with both newer and older files on it. I assume the synchronize operation will, er, synchronize it?
