Timestamps of subdirectories?

Hi guys, when determining which files need to be uploaded to the remote location, it seems like sitecopy also looks at the timestamps of subdirectories. If I have a subdirectory with hundreds of files, but none of the files' timestamps (or lengths) have changed, but the timestamp of the subdirectory, then sitecopy reports that all the files in the subdirectory need updating. Do I see this correctly? Is this the intended behaviour?
