Neon really updated?

I'm running sitecopy 0.15.1 and running into some path escaping  
problems.  I look at the changelog and it says:

     Update to neon 0.25.0:
         fix regressions in WebDAV path-escaping

However, sitecopy --version yields:

     sitecopy 0.15.1: FTP WebDAV rsh/rcp sftp/ssh, debugging, Unix  
platform.
     neon 0.24.7: Library build, Expat 1.95.2, zlib 1.1.4, OpenSSL  
0.9.7b 10 Apr 2003.

Was neonlib not updated, or have I done something wrong?  I built  
sitecopy from source.
