It looks like this is actually a server problem.  Does sitecopy work 
without "ftp nopasv" configured on a 32-bit platform?

(BTW, sitecopy will only use EPSV for an IPv4 connection if built with 
neon 0.24.x; so if you pass configure --with-included-neon, the problem 
should also go away)
