Performance bug: useless MDTM commands in ftp fetch mode

Hi, In FTP fetch mode, sitecopy fetches the modtime for each file, even if the file is excluded. On one of my websites, i have a excluded mailinglist archive with thousands of files. sitecopy sends thousands of useless MDTM commands, which takes several minutes over a 56K modem connection...
