fetch / verify / update not agree?

My provider replaced their server with a new one, unfortunately in the process 
some files where lost on the server side.  I have been trying to get sitecopy 
to upload the missing files, which I think it has done by watching it do it, 
but I can not get verify to confirm that.

Can someone please tell me what is going on here?:

bob@bob /dat/WEB/OR.out $ sitecopy -f research
[Snip LONG file list]
sitecopy: Fetch completed successfully.

bob@bob /dat/WEB/OR.out $ sitecopy -e research
sitecopy: Verifying site `research' (on my IP in /htdocs/)
sitecopy: Verify found 1228 files missing from server.
sitecopy: Remote site not synchronized with stored state.

bob@bob /dat/WEB/OR.out $ sitecopy -u research
sitecopy: Updating site `research' (on my IP in /htdocs/)
sitecopy: Nothing to do - no changes found.
bob@bob /dat/WEB/OR.out $                    

The is with version 0.16.0 on a Gentoo box.

How can I have "Remote site not synchronized with stored state." and "Nothing 
to do - no changes found." at the same time???
