Problem preserving permissions under cygwin

Hi

I downloaded the latest sitecopy 0.16.1, built and
istalled it under cygwin.
Everything is fine except that the new file ends up on
a remote sever with different permissions.
In my sitecopyrc I use
protocol ftp
permissions all
permissions dir

Also when I create a new file I "chmod 775" but on
remote site it gets copies without with "other" bits
set to 0.
What might be a problem?
