I think I got it. I put "permissions all" after I created the new.html file so even if I updated the file the permissions never got propagated to the remote server. I created a new new2.html, changes its permissions and did sitecopy --update. After that the file got copies to the remote server with correct permissions. So as I understand it the permissions are copied only once, when the file is being put to the remote server. Is it correct?
