OS/2 build of sitecopy 0.16.3

Hi,

I've built the latest version of sitecopy for OS/2 / eComStation.
and have set up a webpage for it.

It builds nearly out of the box on OS/2 thanks to the portable code of sitecopy
and thanks to gcc which is still actively maintained for this niche-operating-system.

I only had to explecitly add the complete path for 'ar' to
my local config_site (which is normally not necessary for other ports).

I didn't yet make the link for the page public because I wanted to ask
first for your comment. Perhaps something is missing you'd like to have
added.

I also could replace the readme.emx in the sources with
an updated readme.os2 with recent build-instructons.
