The idea is "don't call up Mom if you have nothing to say".
With sitecopy, we know the state, and only initialize connections if
and for files that have changed. Whereupon, it would be smarter to let
rsync do the updating for that file, as maybe only one line changed.
Best of both worlds.  Must not waste any seconds on slow modem
connection checking for changes that we already know don't exist.
