Hello:

Sorry for the late response but I am teaching three classes this
semester, not much time to do anything else.

If I understand correctly, you already have the cygwin environment
installed. In that case, I would recommend using the cygwin setup
program to install the appropriate binary development packages (the
zip files on the web site for libraries are source code).

Then, extract the lates sitecopy source code using tar:

./configure
make
make install

Everything should be hunky dory from this point on and it beats
wasting time trying to diagnose any problems with the files I put up.

I'll save this correspondence and try to see if I can replicate the
problem, but that is going to have to wait a little.
