It depends on your server.  From man sitecopy:

"DESCRIPTION
       sitecopy is for copying locally stored web sites to remote web 
servers."
 
Somewhere (I thought it was in man sitecopy, but I can't see it there), it is 
stated that downloads usually don't work with FTP servers, but will with 
WebDav.  I have the same problem.
