Use custom decorators based on user's saved settings

In looking over the documentation on decorators I see I can use SiteMesh to load decorators that the user supplies. -- Use custom decorators based on user's saved settings --http://www.opensymphony.com/sitemesh/dm.html I was looking at using the EnvEntryDecoratorMapper so the user could create decorators on the fly in a server repository outside of the WEB-INF. Where does the env-entry in the decorators.xml belong? I would like to be able to load a user decorator if not fallback to a default one.
