  could this be carried a step further to allow the Config class to accept a
ServletContext directly as well? 

  i duplicated the functionality of the VelocityDecoratorServlet inside a
spring controller class so i could leverage spring's setup of the velocity
engine, macro installation, etc - but only have access to the ServletContext
from inside the controller. 

  right now i'm working around the issue by creating a subclass of Config
and using a mocked ServletConfig so i can create the Config object, but
imagine that others may want this type of functionality in the future.
