Content Management Recommendations with Sitemesh

I asked a similar question on the Webwork board, but it seems more and more like SiteMesh is the more important component. I have a client that has a huge static website (and when I say static, I mean navigation sections cut and pasted on 100's and 100's of pages), and they want to start moving toward a dynamic served application. The first step will be to get SiteMesh up and running to decorate the static pages to put in a common navigation framework. But after that, I think some sort of Content Management System integration will be in order. Has anyone used a good content management system that integrated nicely with SiteMesh (open source, hopefully, as the client is a non-profit with limited funds)?
