Where i should put my own package

Hi !!!
This is my first application using SiteMesh. I made a package to use it in my application and i put it directly in the "webapps" with the JSP files wich use it, but it tell me that the package does not exist.
Where i should put my package? Are they some configuration?

I use : Tomcat 5.0.28
