It doesn't assume Tomcat, but, it does assume a J2EE servlet container compliant with Servlet API version 2.3 or greater. Tomcat 4.x or greater would be one such beast. If you run Apache minus Tomcat, you don't have a servlet container. Of course, it will work just fine with Tomcat (minus apache :-)).
