Dealing with Struts Forwards

I have given up trying to find out how to get the decorator mappers to work based on paths under the WEB-INF directory or any struts action request type.  Tried so many different variations different servlet containers and just could not get it to work.  Instead I have specified which decorator is to be used within the page itself and this does work.
