about sitemesh in weblogic8.1

I have a web application, and use jstl to implement i18n. When I deploy it in tomcat5.0 or jetty5.1.3, it works well. But in weblogic8.1,  chinese word can't be shown correctly.

a decorator jsp named main.jsp, in main.jsp, if i use <% include file = ""%> to import other file, chinese word is correct, but if i use <decorator:body /> , the decorated jsp 's chinese word is not correct.

if i delete sitemesh filter 's deployment from web.xml, all chinese words are correct.
