Missing message for key

Using sitemesh with an existing struts application... If sitemesh are filtering a page before a normal struts (or struts-tiles) page is loaded the message resources are not loaded. These message resources are configured in web.xml under the struts configuration part. Using struts 1.1 and sitemesh 2.2.1.
