I have the same problems using OC4J. In Tomcat it works properly but not in IAS. It seems that IAS looks the path differently. Instead of reading action.do, it only reads .jsp. So I had to include the .jsp related to those action.do in the decorators.xml. Now it works properly. You should check how jetty reads the path. Maybe that is the problem.
