Matt, just to be clear:

If you have the following HTML:

<html>
 <head>
  <title>blah</title>
  <meta name="foo" value="whatever"/>
 </head>
 <body>
  <content tag="bar">
   some <b>html</b> block
  </content>
 </body>
</html>

Then the parameters available from <decorator:getParameter/> are:
page.foo -> whatever page.bar -> some <b>html</b> block
