For some reason, I think we used to use mtime, but we found that in
some situation, it didn't do the right thing on whatever machine we
were using at the time (no, I cannot imagine being more vague :)

I would think we should just use the max of ctime/mtime in all cases,
and we should be just fine, irrespective of the stupidity of the host
platform, as a file change will change at least one of these.
