Cameron,

The SYMM WG has addressed your issue on SMIL 2.1 PR about  giving a time 
zone  with the 'Date' production.

We have done two modifications now available in the SMIL 2.1 REC draft

1- The following former bullet item
"Date wallclock values are treated as a DateTime value of the given date 
at time 00:00:00.00, that is, midnight on the given date, in the time 
zone given, or the local time zone if none is specified."

is replaced by

"Date wallclock values are treated as a DateTime value of the given date 
at time 00:00:00.00 in the local time zone."


2- The following wrong example was removed
begin="wallclock(2000-01-01Z)"

These changes now conform to the grammar,
