[SMIL30 CR comment] backgroundColor + backgroundOpacity = backgroundColor (CSS3 Color)

As per CSS-2 specification there are two attributes defined to store a
color component and an opacity/alpha component. As css3-color suggests,
why not merge them into a 32bit color?

In this case the introduced tag can be removed from the specification.
