2.6.12 Post Upgrade Issues

I moved from 2.6.4 to 2.6.12 and have experienced a strange tax issue.
Everything tax wise has been working properly and even appears correct
throughout sales order entry.  Can save the order and bring it back
up...taxes still look fine.  However, when I do a sales invoice, print &
post, taxes do not get printed and do not get posted to the GL.  Any
ideas?
