[RFC] half_closed_clients Policy Change

The developers have been made aware of a problematic bug in the old
Squid logics behind the half_closed_clients setting.
Code has been written for release in 3.1 which should fix this, however
we would like to change the behavior of 3.0 and future stable releases
to disable the half-closed logics unless explicitly wanted.
We need all users to please check their squid.conf for the
'half_closed_clients' setting and test setting it to 'off'.
This means changing any already present or temporarily adding an entry
if none exists.
If any issues are uncovered by doing so please contact
[email protected] as soon as possible.
Absent any problems this is scheduled to be made formal policy from the
release of 3.0.STABLE10 expected in 6-8 weeks.
