OpenSSL 3.0 support at last

Hi guys,

OpenSSL 3.0 with their new GPL compatible license is becoming available
now in Debian and that means we can finally auto-enable all OpenSSL
features when building against that version.

I am starting test build now to see how much breakage we have to work
through for a basic compile.

Is anyone interested and able to assist with the feature testing to see
if there are any behaviour problems we need to fix in Squid and/or
report upstream to get fixed before their stable release.


@Christos; have you done any work or research in this direction already
that I should be aware of?
