Maybe, I do not recall what upgrade tests showed for apt output. AFAIK it should only be restarted once. The 'Conflicts' on older squid-openssl packages forces apt/dpkg to treat them as a pair on transition. After transition 'squid' is an alias to whichever is preferred.
