So this should go to SVG spec rather than CSS spec I guess?

I just checked Blink SVG implementation, and Blink doesn't seem to do
anything different for 'writing-mode: lr' and 'writing-mode: rl'. I'm not
sure serializing value (such as getComputedValue) is used in SVG.
