SVG 2 chapter status page

Hey all,

The old chapter assessment page had become out of date, but it was useful for seeing the state of the SVG 2 draft.

So, I’ve put together a page that pulls all the Github issues marked with the CR milestone [1] into a list, arranged similarly to the chapter assessment page.
